Rehabilitation and Reuse of the Citadel of Damascus Master Plan The Master Plan will follow the development scenario in three phases: a) First stage: The Citadel as a historic site. This implies the restoration of the Citadel to open it to the public within a two-year period b) Second stage: the Citadel as a centre of artistic life and as a museum. This involves completing the restoration and beginning to use its interior spaces as an urban park dedicated to the museum and cultural activities mainly in the service of local community residents and visitors; c) Third stage: the Citadel as the centre of a Multifunctional district, as the implementation of a comprehensive policy oriented towards the outside for cultural tourism
